Why won't FTP load in background?

Using a laptop running on XP, I got a problem downloading big PDF
files from the Gallica site (http://gallica.bnf.fr/) with Download
Accelerator Plus – kept being shut out with 530/421 errors - which
led me to try out a simple FTP program (Seagull FTP).

This starts downloading fine – no sign of a 530 or 421 – but insists
on occupying the entire CPU (according to the Task Manager), the fan
goes bananas, etc. Is there any way of getting the FTP program to load
the file in background – as DAP does, when it's allowed to work?

(In the Acrobat Reader Edit| Preferences| Options menu, I have checked
to allow for background downloading (if that has any relevance).)

BTW, I note, the same problem (ie 100% CPU usage) occurs when I
download a PDF file via an IE browser window. Downloading the same
file via ‘Save Target As', usage stays down in the 10-20% bracket. And
the file takes no longer to load, either!
