Why does wininit.ini keep appearing?

    Something is causing wininit.ini to continually appear, blocking
    system restore and causing configuration changes on restart unless I
    delete it. The wininit.ini file looks like this:

    [Rename]
    NUL=C:\WINDOWS\wiaservc.log

    What gives?
