Walt: The Man Behind the Myth DVD - over $20 everywhere?

Since I like Walt Disney (the man, not the current Disney company), I
wanted to watch or buy this DVD. Not surprisingly no rental stores
near me carry something as out of the mainstream as this, so I checked
in dvdpricesearch.com and was surprised to see $20.99 was the cheapest
    price.

Is there any place to buy this for a more reasonable price around $15?
Is there a reason why it is so expensive compared to most other DVDs?

All I know is I've become really hesitant to pay more than $15 for any
DVD because soon after I do, I typically see it in on sale at a local
store for under $10. I can wait as long as I get it someday. I'm
wondering if Walt: The Man Behind the Myth will ever go on sale at B&M
stores or if Disney will put this on moratorium long before it has a
chance to fall in price. Any ideas?
