USB ver 1.1 -> ver 2.0

    is there any way to change CPU USB ver 1.1 into ver 2.0?
    i already tried using USB PCI card,but it still recognize as USB 1.1.
    i'm using windows XP, Pentium 4 1.50 GHz,with no service pack yet.
    should i upgrade to SP1/2/3 to make it happen?
