USB hub power powering CPU fan

I recently had to force a shutdown after a freeze. Held in the power
button. It was something for which I thought I also ought to disconnect the
power to the CPU for a while. When I pulled the plug I heard the CPU fan
still going. It freaked me out until I realized that the only power had to
be coming from the powered USB hub I had plugged in. Pulled that, and the
fan stopped. Pushed back in the USB power and the fan started again.
Is this normal? Should the USB power adapter be powering the CPU fan? I've
left the USB unpowered since then (it works fine), because I don't want to
    take chances.

While I've never used a powered hub, I would be very suspect of that
behaviour. NO device should be forcing power back up the line to the PC.
