update on my local settings folder permission block

    I had a flash of insight & tried to open this folder from within Internet
    Explorer; it seems my c:/document and settings/[my account]/local
    settings/temp folder has been placed in the "restricted zone" somehow. I've
    checked the list of restricted sites, my PC is not there, in fact all my
    local IP (localhost, 127.0.0.1 etc) are in my "trusted" zone.

    How the hell do I get this folder out of the restricted zone? Is this
    something SP2 has done? Obviously this is why I can open text docs from this
    folder, but not run .exe files, nor double-click apps within a Winzip
    archive (which uses this folder to extract to). The PC won't let me reduce
    the security level of restricted sites, and I don't have the individual
    folder security settings that XP Pro comes with. I'm stumped. Please help!
