Toshiba SD-3950 DVD player problems on 2x DVD-R media but not 1x?

I am trying a Toshiba SD-3950 DVD player, and I plan to return it soon
because it has trouble with DVD-R media written at 2x speed. I've
tried Riteks and TDKs written at 1x and 2x, and without exception
every one written at 1x plays smoothly, but every 2x one seems to
hesitate for a moment a few times per minute and ALWAYS right after
each chapter stop. It doesn't make the movie unwatchable, but it's
annoying as it creates one of those MTV-like jumpy motion effects.

I was surprised a new Toshiba unit like this would have problems with
2x media, so I hold out the possibility maybe I have a defective unit.

Has anyone else experienced this problem on this model or a similar
Toshiba model? If anyone has, then I know it's not worth bothering
    with an exchange.
