Why is it that my Photoshop Elements 3.0 and Photoshop CS 8.0 bloom white
every once in a while when I'm using them? Everything is normal, and as
soon as I do an operation, the screen slowly starts turning white. I have
to turn power off, because everything is frozen, to recover.

Is it simulating a blizzard above the Arctic Circle or what?

Without knowing what system you are running, my first thought was that either
you don't have enough RAM, There is a problem with you video card and/or
monitor, or you have a corrupted file and need to uninstall and reinstall the
    software.
