Is there or will there be a way to import/export
    Thunderbird/Firefox/Mozilla prefs and settings the
    way that bookmarks can be?

  2. Not directly: but if you want you can take, for example for Firefox
under Linux, prefs.js (and user.js if there is one) from
~/.mozilla/firefox/<profile> directory and make a file user.js in
another profile directory (on the same or another machine).

You can then edit the file if you wish, and when you start Firefox the
user.js values are, in effect, copied to the prefs.js.

Of course this is a hack and can screw up that profile, in which case
stop Firefox, delete prefs.js and user.js and start Firefox again.
