i tried burning a downloaded mpeg as a vcd but it refuses with 'video
bitrate and special references incorrect'. it needs to be converted for
vcd but nothing i tried works.

real media and wmp have no problem playing the file but i'm still not able
to create a vcd. i tried tmpgenc and winmpg but still no luck. they both
fail with the message 'file corrupted and/or filetype not supported'.

would anyone have any suggestions what to try?

    thank you in advance.

thern burn a svcd(mpeg2) why do you want to decrease the quality of the
    original file?
if you have to... use a conversion tool (google there are hundreds) or use
nero if you have it(download the svcd plugin if you have an older version)
when prompted tell it to recode the file to vcd.
if you havn't got nero try other burning software.. most of them have built
    in de/encoders.

if you insist on using TMPGEnc download the VFAPI plugin here:
    http://www.afterdawn.com/software/video_software/video_encoders/m2v_plugin_for_tmpgenc.cfm
this allows you to select mpeg2 files as source.
