Member kit for MCTS not arrived after 4 times been "sent".

    I passed exam 70-431 in the mid of the March and ordered MCTS Kit
    several days after. After not receiveng kit for 2 months I contacted
    Europe Microsoft Regional Service Center and they replied that they
    sending it to me by courier and it should arrive in 10 days.

    After kit not arrived in 10 days I ordered it again and then after
    another 10 days - again, asking what the problem can be. Answer was
    "Due to an internal error your Member Kit was shipped incorrectly." and
    kit was "sent" again. Should I say it didn't arrive either?

    I live in Russia. What person should I contact that can solve this
    problem? I don't beleive that emailing Regional Service Center again
    will help.
