ISP audio-streaming problem

    I'm in a small town on the Oregon coast and I only have one ISP/DSL choice,
    the local phone company, and they're always having problems with their
    circuits and servers, horrible service! Anyway, one of my biggest problems
    is consistent streaming from the Internet, seems like sometimes it works and
    sometimes it doesn't! i.e. Right now I can stream using Real Player, where
    I have the choice of using Real Player, but some sites use only Windows
    Media Player and it only works part of the time! My question is: when my
    ISP is having problems (all the time it seems) can it only affect a
    particular player? Seems to me that you can stream, or you can't stream,
    and it shouldn't matter which player you're using, but I don't know much
    about the technical stuff as it pertains to ISP's, circuits, or servers.
    Any thoughts on this?
