....just as unsafe to use as Outlook Express? or is it different enough
    under the hood.

    Thanks

OE's big problem is its integration with IE which provides its rendering
and its vulnerabilities depending on OE configuration and IE
configuration. Progressive IEs have progressively tried to curtail its
    vulnerabilities.

Most of those types of vulnerabilities can be avoided with adjustments of
    behavior and configuration.

MS sez live mail is safer because...

Windows Live Mail can help protect you from security threats because it
    has the ability to:
Scan all of your Hotmail messages for viruses.
Detect phishing scams across all your e-mail accounts.
    Block suspicious messages-and senders, too.
Destroy junk e-mail with a single click.
Color-code messages to help you quickly identify suspicious e-mail.

All of which are just fancy "helpful-sounding" ways to make your
life more complicated and miserable. Not to mention MS's
impeccable record of numerous successes in webmail (and other)
    security.

Anyone who uses OE and XP/Vista-only Hotmail, whatever it's
called now, can go suck eggs.

    (You excepted ;-)
