HT tell if ports are being blocked?

Every time I stay at a certain hotel, I have my company laptop with me but
am unable to connect on our VPN application, even though I can ping my
    company's VPN server.

It only happens at this hotel. I'm certain that the hotel is blocking the
VPN port, but the hotel says they're not. Maybe the port is being blocked
    by the ISP they use?

My account does not have permission to install third-party software. Is
there any way I can use the tools that come with Windows XP to see if the
port is being blocked? And, if so, also see which hop it is being blocked
    at?

    TIA
