How can you track a sticky ISP back to a specific machine?

    What information can be determined from an ISP? How do you take that information and find the geolocation, or more specifically the machine used? For example, 199.47.118.101. Thank you in advance. I truly appreciate any guidance on this issue, MAC, and any software or web sites that will expedite the process. I have 18 addresses I need to trace back to a geolocation and hopefully the specific machine.
