How can you tell if a copied DVD is Pal or NTSC?

I'm trying to find out if my DVD player will play PAL disks.
Owners of my machine say yes but the manual says no.
I want to try one before I bid on a few DVDs on EBay that are PAL.

Is there a computer utility that will tell me the format of a disk.
I've borrowed a couple of copies that the owner says are PAL and they play but
how can I be sure they are PAL?

As far as I know it's not the DVD which dictates the video system, it's the
player. American DVD's will play perfectly on an European player, and vice
versa. (If there's no 'regio code' problem, but that's another story).
