I have my Dell Inspiron B130 set to "mute" (sounds and audio devices
properties > volume > mute) but it has started making loud beeps
whenever a software program presents me with a option. How can I make
    this computer completely silent again?

Are the beeps coming from your speakers or the PC speaker inside your
    computer tower?

They are coming from the internal speaker. This is a laptop.
