i downloaded some hd encoded videos from microsoft and used to play choppy
    with the 1080 vids.
i got a new card recently, not a huge upgrade (geforce 3 128 to radeon
9600xt) and no more choppiness. i thought the decoding depended on the cpu.
    am i mistaken?

The decoding may depend on the CPU but the video
card takes care of the display, and so a better card
will improve overall graphics performance, particularly
for processor intensive tasks, such as multimedia.
