    What a strange way for a government department to work instead of
    sending it themselves they employ another company to send it. I really
    do not understand it as I have never applied for anything using this

    In other newsgroups folks know of an instance where I could complain
    to the DPA but they only know my posting name. If I was to ask for a
    form of some kind I would do it in my own name.

    yousendit is a reliable outfit. They make it possible to transfer files
    confidentially which may be too big for the recipient's mail box.

    a .pdf file can easily be too large for the maximum size of the
    recipient's mail. As soon as the download is finished it can be deleted
    from yousendit's servers. It could also have been someone else who sent
    you the form, rather than the DWP.

    I've used them before, no problems. Yousendit offer free service to
    individuals and corporate accounts for businesses. I'd think it's an
    individual who has sent it to you.

  6. Perhaps a little strange, but it makes sense. It's a little over 200Kb,
    not bad enough to choke most email systems, but I imagine they send a
    lot out. If a third party is willing to temporarily store them instead
    of being stored in a mail server, so much the better for the sender and
    receiver. Give your gov't a pat on the back for being smart.

    Complain about what? for sending you a file that you requested? Yousendit is
    a way for someone to send attachments that will not get stripped or blocked
    by local email servers or to send large files. BTW all government entities
    contract out most services.
