Windows XP allows you to clear documents from the start menu (by
selecting properties - Start Menu - Customize - and pressing CLEAR.

Is there any way of disabling this collecting of recent documents and
displaying them (if the user forgets to take the step above)?

The following registry patch will permanently prevent windows collecting
    recent file history"

    Registry Settings
    User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
    \Policies\
    Explorer]
    System Key: [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion
    \Policies\
    Explorer]
    Value Name: NoRecentDocsHistory
    Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disable restriction, 1 = enable restriction)

    See: http://www.winguides.com/registry/display.php/545/

However, there are a gazillion other places where windows stashes similar
    info.
