Can't log off/shutdown XP

    Recently I've been unable to shut down, restart or log off windows XP if
    someone's already logged on and off before. In other words, if someone logs
    on and off, the pc is then unable to log off, restart or shut down. When
    log off/restart/turn off is pressed, the log off/turn off box disappears as
    it would normally but nothing happens and the computer runs normally. Task
    manager is, however, unaffected by this and still has the power to do these
    actions, as is the "Turn off Computer" button on the Welcome Screen.
    Microsoft says that this is caused by Norton AV 2003, but I uninstalled NAV
    a year ago and there was no problem before or after uninstalling. The
    problem has started somewhere in the last 3 months so I have no idea what I
    have installed in that time. The only solution I have come up with is to
    leave all 3 users logged on all the time which doesn't work too well on a PC
    with 256MB RAM.
