ATI Rage XL drivers in Server RTM, but not in XP Pro x64

Just wonder why the decision was made to incorporate the *.inf and drivers in
Windows Server 2003 Enterprise x64 Edition for the ATI Rage XL, but not in
    the XP Pro x64 RTM.
Granted, this chip was mostly embedded on many EEB/EATX "server" boards, but
if anyone cared about x64, it was often for memory capacity and bandwidth, so
I suspect many XP users wanted 8 DIMM sockets or more, which probably
explains why XP supports 128GB. I don't need elaborate graphics (at least
until a sustained bidirectional SLI bandwidth can hack a dual QUXGA display),
so my onboard ATI Rage XL was perfectly sufficient for the past 2 years...
