831 DHCP Discover fails with DataQuest VisionNet 201ER

  1. I'm trying to connect a Cisco 831 Ethernet Broadband Router to a
    DataQuest VisionNet 201ER Ethernet Router ADSL Modem with DHCP.

    Other DHCP devices work fine, and the 831 works if I instead connect
    it to a Linksys router. I put a sniffer on the wire and it seems the
    problem is that the 831 is sending DHCP Discover packets, expecting (I
    think) DHCP Offer packets, but the 201ER doesn't respond. My other
    devices, Linux and Windows, don't do the Discover part, they go
    straight to DHCP Request and get an expected DHCP Ack from the 201ER.

    I'm hoping for a solution that does not involve fundamental changes
    (such as converting the 201ER to bridge mode).

    Any ideas about the Discover/Offer part of the protocol, and how I
    might get around it?
