16x max. DVD+/-RW - will it burn CD Roms?

I am looking at buying a new PC

One of the PCs I have seen comes with 16x max. DVD+/-RW

I quite fancy being able to watch, and burn DVDs. Question is, do
DVD+/-RW drives burn normal CD Roms?

    Thanks

Yes, they do burn CDR's and CDRW - but usually a little slower then a
    dedicated CDRW drive.
