When my parents PC goes into standby mode the internal (and very loud) fan
keeps running - this seems wrong, why would this be?

The PC has an asus motherboard, intel 2.8ghz and is about 1 year old.

Take a look at the header the fan is connected to. Read the mother board
(manual) PDF to see if that header is powered down in stand by.
