If you mean the Programs bit from the Start button, just right click
on programs and choose "explore" or "explore all users".

Then just click File - New - Folder
You can do all the usual drag, drop, delete, etc. Actually you can do
the rest from within the start-programs bit, just not create a new
    folder.

The only pain is when they are moved, uninstall's cant remove these icons,
so you have to remember to delete them everytime you remove a program.

Its ok tho if you dont bother removing programs much!
