Windows installer service could not be accessed - tried MS advice

    OK. Already tried this:-

    http://support.microsoft.com/kb/315346

    No joy.

    Anyone got any further ideas?

    Note, the laptop in question has been secured using Microsofts
    recommendations for security.

    Which of the Microsoft recommendations for security have been applied
    to that laptop in question?
