Windows installer doesn't work....

  1. when i try to install any software, I get a message saying "Windows installer
    service not available. Contact your service personnel." or something to that
    effect. Tried deleting msiexec.exe, msisomething.dll and msisomethingelse.dll
    as well as attrib -r -s -h c:\windows\system32\blahblahblah per Microsoft
    Knowledge base and then restarting to no avail. Also tried installing
    Microsoft hotfix Update for Windows Server 2003 Service Pack 1 (KB898715) but
    it says "The service pack you are running is newer than the update. There is
    no need to install." Um, yeah there is. Any ideas?
