A friend's computer automatically dials the internet when started up,
and once it is connected it automatically shuts down. Any ideas on how
    this can be corrected?

Maybe use ctrl alt delete then task manager to see what programs are
running to see who the culprit is doing it.

Or in control panel in network and dialup connections for an entry for
    it

Control Panel>Internet Options>Connections tab, there is a 'tick' there for
'Always dial default connection', pick something else, like 'Never dial a
    connection'...luck...
