Will adding user avoid unique program drivers from loading at Admin startup?

First let me state what I'm looking to do. I want to load several AV
conversion programs. These utilities load lots of drivers and registry
strings (and some have load AV codecs and filters which may conflict with
my current pack). I've tried to use Total Uninstall to keep track of what
loads, but when logged on as the new user, Dr. Watson appears and ends that
program (perhaps because I didn't set the new user up as part of a group
    that has registry permissions?)

If I add a user specifically to do AV editing, and load programs when
logged on as the new user, can I remove the permissions from the
administrator? If I do that, will it avoid the dll files and registry
strings from loading when logged on as the administrator (this is a
    standalone computer)?

Is there any other way of accomplishing the above?
