Suddenly the "new blank document" doesn't display the usual A4
portrait page with 2.54 cm (1inch) margins.

Instead the page is almost square with a zero top margin. Page Setup
    says it should be A4, 297 mm H x 210 mm W with 2.54 cm margins all
    round.

I have tried deleting normal.dot and restarting Windows - the problem
    remains.

    Any clues?

Try, "Tools" > "Options" > "View"; in "Print and web layout options"
ensure that "White space between pages" is selected on (i.e ticked).
