if you use wget to download files via https and protected by .htaccess,
is the username and password sent as clear text or is it encrypted in
    the SSL session ?

SSL is "Secure Sockets Layer". This means anything sent through it is
encrypted (either by low or high symetric key encryption). To
determine the level of security, check the Help, About form of
    IE...assuming you use IE.

So, if the URL starts with https://, it is protected.
