WSJ has a story about some studios starting to sell their DVDs in
Mexico, using street vendors who also sell VCDs and DVDs of pirated
    movies, at dirt cheap prices.

Examples include Monster's Ball and Gosford Park for $4.50. Sales of
titles priced so low have exploded.

The studios are experimenting because piracy is so rampant that they are
trying to get the consumers there into the habit of buying the
    authorized product.

However, the gotcha is that it's a limited catalog from a couple of
studios and they're only doing it with titles older than a year or a
year and a half. Plus they're jamming two movies on one disc, removing
    things like extras.

So these movies compete against pirated movies still playing in the
    theaters.

Apparently Mexico is one of the top 5 markets for piracy in the world so
that is the only reason the studios considered such a drastic thing.
