VRRP between VPN Concentrators

I have 2 VPN Concentrators at 2 different geographic locations. Both
these locations are connected with a P-to-P link and share the LAN on
the private side. However, the public internet access at both these
locations is through two different ISPs on the ISP specific IP Space.

Can I run VRRP between these concentrators, and use them as hot standby
for each other? I'm specifically concerned if I can run VRRP on the
public interface, and if so, which of the two ISP IP address would I be
able to use as Virtual IP address for both the public interfaces.

    Thanks for help!
