US GPO/GSA books online?

    As far as I know, U.S. government publications have no copyright and
    I've even seen them (e.g. the original book about the computer
    language Ada) reprinted as part of commercial books with, AFAIK, no
    royalties.

    So one might think that Project Gutenberg, or someone else, might make
    at least the most popular U.S. government publications available on
    the 'net in PDF or some other similar form.

    Why would an international voluntary organisation duplicate what the US
    Govt already provides for its own publications?
