I am currently an MCSA-2000 and have passed a total of 5
exams. Is it easier to upgrade to MSCA-2003, then the
MSCE 2003, or should I finish MSCE-2000, then upgrade to
    MCSE-2003?

  2. It's the same!
There is one exam to cover the core MCSA requirements, and another exam to
cover the core MCSE requirements for 2003.
If you were MCSE 2000, you would have to upgrade to 2003 via both exams.
However, the extra exams you write as an MCSE 2000 might not be worth it.
