My 'puter at work has Office 2003 and today I tried to access newsgroups. I
was finally able to do it with outlook but then did a very bad thing. the
window popped up saying that OE was not the default program for newsgroups
and did I want to make it so. Foolishly I said yes. Now I cannot anything
relating to newsgroups on O 2003 but the newsgroups are on Outlook express.
Is there anyway I can designate Outlook as the default program?

You did nothing wrong. Outlook uses OE for newsgroups.

I think you may be a little confused...
    Outlook doesn't do news groups.

you can setup outlook to access newsgroups, but all it does is open outlook
express, then opens them through that, so it really doesn't make a
difference, either way its going through outlook express

    You're using OE.
