    hello,

Does cisco router do throttling on a per users scenario.

Eg an ADSL ip ranger 169.169.0.0 - I want to throttle users coming on this
    range to 8kb/s
I do not wish to throttle the ENTIRE range, only on a per connection basis
from users coming from that range.

Dont know how it can be done?

Sure. If trottle mean that you want to drop packets over 8kbps then you
should look at traffic policing with access list to specify from/to
directions of the trafic you want to drop.
