In Win XP, when I drag and drop files to my DVD-RW, then click on write
these files to CD, I get the following message: "There is no disc in the
drive. Please insert a writable CD into drive." I have a new name brand CD-R
in the drive ( a brand that I've been using for years). I tried the
suggestions in Microsoft's knowledge base with no success. I have this
problem on my Desk top and my notebook.

Use the burning software that came with the DVD-RW unit. XP doesn't natively
    support DVD-RW drives.

I have CDO. It's like Obsessive Compulsive Disorder, only in
alphabetical order, just like it should be.

Try using a DVD-RW instead of a CD.
