task bar issue

    My system tray or task bar, I think that is what they call the strip at the
    bottom of the screen with the clock, etc. is not working properly. When I
    hover over one of the icons at the right, such as the Norton firewall globe,
    NAV or MS wireless mouse symbols, the little pop up messages such as the
    ones that tell you the firewall is enabled or the status of my mouse
    batteries doesn't pop up high enough to be read. All I can see is the very
    top of the message box (and with some, not even that). I have "keep on top
    of other windows" clicked and do not have it locked. I can't tell if there
    is an extra thin blue strip above the task bar or if the 1/8" strip is part
    of it. Any ideas?
