What is the best way to get Windows or SQL server or Vista or whatever to
study and practice for Microsoft exams? Obviously the least expensive way is
    the best.

Download the trial editions or the virtual hard disks.

Either use google and enter "download trial edition *product*" (such
as "download trial edition Windows Server 2008" or "download trial
    edition SQL Server")

    Or use microsoft's download site:
    http://www.microsoft.com/downloads/
and enter the product you're looking for.

In the first chapter of this book: MCITP: Windows Server 2008 Server
Administrator Study Guide: (Exam 70-646) ISBN 0470293152, you'll find
labs on how to download the free Virtual PC, install it, and install a
trial edition of Windows Server 2008 on your system. You can use this
method to host multiple operating systems within one computer without
the need to create a dual-boot system.

You can also download pre-configured VHD's to use with Virtual PC.
For example, search on this topic "Microsoft Windows Vista 30-Day Eval
VHD" to access the free Vista download.
