Probably a bug. May or may not affect operation.
Try reload ... does it come back?
Try power off/on ... does it come back?

Do you neet the "T" train. You should not use it if you don't need it.

12.4(3)g (if I recall correctly) is General Deployment.
Suggest you start there if it supports your hardware and
    required features.

open a case with the Cisco TAC

you could also try upgrading to newer release

    12.4.11T (ED)
    12.4.9T2 (ED)
    12.4.9T1 (ED)

You are hitting DDTS CSCse60965 and this bug is purely cosmetic,
therefore there is no performance impact on this router at all.

A potential workaround which was mentioned in the DDTS is to disable
ACLs but this is untested and I wouldn't recommend it either way.

You have two options, either live with this DDTS or ask TAC for the
interim build 12.4(10.5)T or upgrade to 12.4(11)T or above sticking to
the T train until 12.5(x) is out.

They might fix it in the EDs and GDs for train 12.4(x) but there is no
    guarantee.
