Runservice and Licctrl Issues

  1. Whenever I startup, runservice.exe is taking 99% of my cpu. Additionally, the
    LicCtrl service will not run (and is required to run an Elicense for a 32-bit
    program I'd like to use). I believe the two are related, somehow, but I have
    no idea how to address either.
