Thinking of building my next pc and would like to use the ME os that came
with the present HP pc. Is there anyway to separate Me from all the other
garbage packaged with it on the HP disc? If not, what would happen if I
tried to go ahead and use the HP discs on the new non HP motherboard ?

Typically no. Not unless there is a separately installable "applications"
disc that can be used independently of the OS recovery disc.

It would most likely refuse to run the recovery program on the discs.
