    Is taskmgr.exe on your system in C:\Windows\System32?

    Has Task manager been disabled in Group Policy?
    Go to;
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
    'DisableTaskMgr' should be set to 0

    Anyway, it sounds like TaskMgr is disabled somehow, is it still
    available if you right-click the taskbar or is it greyed out?

    If this doesn't apply, try replacing your keyboard driver and
    rebooting.
