    Create a shortcut to windows explorer on your desktop or wherever you
    want a shortcut at.

    Right click on that shortcut and select the "shortcut" tab and navigate
    down to the "target" text box.

    Enter this in Target:

    %SystemRoot%\explorer.exe /n, /e, c:

    Click apply.

    This will open Windows Explorer to the C: directory.

    If you want it to open to another directory, add whatever you like. An
    example would be this:

    %SystemRoot%\explorer.exe /n, /e, c:\program files
