    No.

    It reads like SPAM to me.

    Have you used that email address and your first name as contact details
    for a registered domain name?

    Perhaps someone's harvested email addresses from the DNS register and is
    using them to send spam?

    I'd suggest telephoning the "office of the prime minister" and first
    verbally verify if they sent you the email. :)
