Question about 'Safe Mode' and extensions

As I understand it, when I start FF in 'Safe Mode', the browser
should not enable any of the extensions I have installed.

How come I still see my 'GMail notifier' and 'Autocopy' icons at the bottom
of the browser, after a 'safe start'?

(I close FF with File >> Exit, and then I start in Safe Mode from Start >
    Programs > Mozilla Firefox.)

Do I have to disable / uninstall FF Preloader for a complete 'safe mode'? Is
    this the problem?

    Answers anyone?
