I cannot open my home page url without going to Tools...Internet
Options...Connections...Lan Settings and unchecking the Proxy box.

No problem to do that but I have to do it each time I open IE. I have tried
to save it many different ways and restart in many different ways but it
still always opens with the Proxy block checked.

How do I turn that feature off permanently?

Do you mean the "automatically detect proxy settings" button or the
    "manual proxy" button?

The Box in the Proxy Server area. Nothing is checked in the Automatic
    Configuration area.
