printer wont print black

    I am trying to get a canon smartbase mpc200 printer /scanner to work
    properly. The black cartridge wont print at all , not even faintly.
    I have tried a new cartridge. I have tried it on another pc with drivers
    from the canon site. I have tried the cleaning & the deep cleaning options
    ... but no luck.
    I am able to take out the cartridge holder that has the print heads on .
    I have tried a damp warm paper tissue on the black print head to try to draw
    the ink out ( this has worked for me before on a different printer ). It
    does seem to be drawing some ink out when I do this , so could it be the
    settings in the printer itself?
    Or is there a better way to get the ink flowing again assuming the printer
    head is at fault?
